You will play a vital role in supporting approximately 560 retailers authorized to provide access to Special Supplemental Nutrition Program for Women, Infants and Children (WIC) food benefits for over 90,000 participants across the state. As the WIC Retailer Manager, you'll oversee and coordinate statewide WIC retailer activities, including contracting, training and compliance monitoring. In this position, you'll work closely with retailers, local agency staff, federal USDA partners and other stakeholders. The WIC state agency is a team environment where you'll also work closely with other state agency staff to ensure coordinated, seamless implementation of the WIC program across the retailer, nutrition, administrative, data and technology and operations units. The typical schedule for this position is Monday through Friday, 8 a.m. to 5 p.m. This position is eligible for a flexible schedule, with the expectation that the candidate will be available as needed to meet business requirements. The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

Responsibilities - What you’ll do
  • Plan, evaluate and oversee the implementation of all retailer components of the annual WIC state plan.
  • Coordinate and oversee contracting, contract monitoring, policy development and reporting for the retailer aspects of the WIC program to ensure compliance with applicable federal and state regulations and policies.
  • Coordinate statewide retailer training, technical assistance and resource development activities for the WIC program to provide quality services to WIC participants.
  • Identify high-risk retailers and assign them to the compliance contractor for compliance monitoring. Review and determine next steps to achieve robust compliance.
  • Oversee the identification of violations, development of corrective action plans and implementation of appropriate sanctions for retailers.
  • Track and evaluate WIC product redemption data to evaluate cost containment and retailer compliance and to assist in food selection policy development.
  • Coordinate with Missouri WIC's electronic benefit transfer contractor and point of sale (POS) system providers to ensure retailers maintain effective WIC POS systems.
  • Occasionally conduct on-site retailer visits for training, technical assistance and POS system testing.
  • Supervise 5 staff: 4 Public Health Program Specialists, and 1 Administrative Support Assistant.
Qualifications - All you need for success Minimum Qualifications:
  • A bachelor's degree from an accredited college or university in business, public administration or a similar field and six years of relevant experience. Substitutions of relevant education beyond the required bachelor's degree may be allowed in place of a portion of the six years of relevant experience.
  • Possess excellent written communication skills, with the ability to interpret and analyze complex regulations and communicate information in a clear and concise manner.
  • Previous WIC program experience is preferred.
  • Previous supervisory experience is preferred.
  • Experience with Microsoft Office Suite and the ability to learn new technology and data systems.
